How many mL (or litres) of herbal tincture will 1 kilogram of herbs make?

I am trying to compare herbal tincture vs. herbal capsules. It is clear that 1 kilogram of herbs will make 1000 1 gram (1000 mg) capsules or 2000 500 mg capsules, etc. Now, how many mL (or litres) of tincture can be produced from 1 kilogram of herbs? Or, to put it another way, how many mL of herbal tincture would I take to equal exactly 1 1000 mg capsule of powdered herbs (not standardized)?
